I do not understand. Does Italy have 2 separate lists? A list for clinically ill people, but have no test results, and a separate list for people who test positive for COVID-19? Are all of these cases being reported?
The intention is to consider only serious and dead cases as cases that will be communicated, the rest will be counted separately and only for epidemiological purposes

Italy Blasts Virus Panic as It Eyes New Testing Criteria
Italy has tried to control the coronavirus in the realm of public perception as its outbreak grew to 650 cases and other countries limited travel to and from affected Italian regions.
